we are set up that if a brother doesn't meet his service requirement or
misses more than 2 meetings he is declared inactive. A person can be
reactivated once per semester if the brotherhood aproves (50 % vote). He
must present his extenuating circumstances to the brotherhood after which a
vote is held.
