In my experiences with the alcohol policies at my chapter (EM), it is my
understanding that, at the very least, there can be no alcohol whatsoever
at any official APO event or activity that involves pledges.  This is
because it can be construed as hazing.  However, I do not know how it
applies to regular brothers.
