The way it has been explained to me at at one time or another explained
to the chapters in my section is that chapters are not allowed to have
alcohol at Rush Events (Defined as events in the Rush Calendar or events
specifically designed to attact people to find out about APO) and are not
allowed to have it at events where pledges are expected/required to
attend as part of the pledge process.

Examples...
Rush.
Not OK.:Alcohol at the "Get to know APO" event that you put up posters for
around campus
OK: Two brothers and a rushee  go out after this event and some number of
them drink alcohol legally and the rushee asks the brothers more about the
fraternity.

PLedging:
Not OK. Alcohol at the Party where pledges find out who their big
brothers are.
OK. Alcohol at the Party where the chapter (including the pledges) is
celebrating Roger Ebert's birthday.

Basically if you made a Rush calendar, a pledge calendar and a chapter
calendar and this event would be primarily on either the Rush Calendar or
the Pledge Calendar, avoid having alcohol there.

People may (and probably will) disagree with me on the interpretation,
but this is a place to start....
