Generally, the Sargeant-at-Arms enforces whatever parliamentary rules the
chapter has adopted (usually Robert's Rules of Order), guards the door
against nonmembers intruding on special events, and generally is the chair
of any chapter bylaws revision committee.

In most that I've seen, they are an executive officer elected by the chapter.

Pay attention and look for situations your chapter's bylaws don't address
or in which they don't work well. Keep brothers in line at meetings.

As an exec officer, this is generally the President.
