There may be some other things to consider. Region 6 has a lot of chapters
in a moderately-sized area, with easy access via interstate for most of the
schools, so it's easy to get good attendance from a large percentage of the
schools.
Other regions may not be so fortunate. The primary reason for having the
National Convention during the week before the New Year is, to my
understanding, the fact that you will find no other time that has so many
people with time off. Other times may be more convenient for travel, but
the number of people able to go diminishes greatly. I expect this might be
why some regions may hold their conferences over that timespan.
This isn't to say that these are indeed the reasons that these things
happen. It's just to point out that there are some nontrivial justifications.
