The idea that APO can be not held responsible by simply declaring that a party is unnofficial is not going to be held up. The rule is (not exact wording) "if a resonible person would believe that it was an APO event." Whether it was declared official or announced at a meeting wont make a difference, it's a more subjective than objective judgement.
On the positive, I think its great that your chapter offers a mix of dry and wet events, and is strongly discouraging underage drinking.
