In terms of risk management, that doesn't quite go far enough. You need to
have some way of preventing underage drinkers from getting alcohol, and for
preventing people who are drinking legally from driving if they've had any
significant quantity. If these preventions are in place and something bad
happens anyway, then you're in safer legal territory. If you don't have
these preventions in place, Alpha Phi Omega can be held accountable.
