This is an issue I remember taking up with NESA.  Clearly APHIO must
respect and understand it's Scouting roots but you need only look at
various Scout and Guide Associations around the world to realize that there
are many ways to develop the basic ideals of Scouting.  In my experience
with BSA functions on BSA property Alcohol has always been forbidden.  I
have never understood why this would be an issue.  If we can make the other
commitments of time, talent, and treasure to promote Scouting can't we
forego a drink?  I have also attended Scouting functions hosted by other
Scout Associations.  Cultures where alcohol is dealt with differently. Use
of alcohol in that cultural context did not present problems.  We certainly
can respect others views even if we would not necessarily chose their
particular interpretation.   I am well beyond the age where I last got
carded but to pass on alcohol at a chapter or other undergraduate function
does not harm me and I believe is respectful towards the undergraduates who
can not legally drink.  Individuals who choose to order alcohol at alumni
dinners do not faze me either. Come to think of it I don't believe anyone
has ever raised the issue in that context.

The attorney in me rears up at this. I can not say loud enough that these
decisions can and will be second guessed by a jury if something goes wrong.
 That jury of your peers think is a nice ideal but the odds of getting a
significant number of college students under 21 on the jury are nil.  Hence
the standards that the jury applies will not be the same as in a chapter
sub committee meeting.

Again, I fail to see how any alumni or other APHIO related person can
believe they need alcohol so badly that they can not respect a chapter's
decision to take this approach. One who does has more serious issues to
face.
