The above is mostly true. Boy Scout and Varsity leaders are nominated
by their Unit Committees, and BS and VS youth are elected by their
units. (Remember the adult age for OA is 21.)
However, Cub Scout, Exploring, District, and Council leaders and the
professional staff are also eligible for adult nomination to the Order,
but they have to be nominated by the District Committee or Council
Executive Board. Since leaders over 21 may be female, so may adults in
the OA. The OA _YOUTH_ are all male. Hope this helps!
