Agree with you. Something else that should be considered:
One of the problems with current method of voting is that not all chapters
really get a vote.
Not all chapters have the money or ability to go to the national (for
instance, during exam week). Thus, the chapters that are able to go have
more of vote de facto.
Should be able to have a proxy vote so ALL chapters get a vote.
