why is it that proxy votes are not allowed? is it because that motions =

i was one of my chapter's voting delegates in Phoenix (PaulKingRhoChi), =

that this did happen. i also know that my chapter didn't send anyone to =
the=20
'94, although i would've had the other two brothers not gone active and =
gotten a=20
new job respectively.
