I would like to apologise to the Brothers that I may have offended
regarding the Open Membership discussion on this forum. After further
review of the Bylaws, I can find nothing that supports open membership
from the standpoint of the National Fraternity. In truth, if a chapter
wants to be started as an all male chapter, the only thing preventing
that is the Board's approval.

_National Bylaws_
Article I. Membership
Section I. Open Membership
Membership in Alpha Phi Omega shall be open to all students, upon the
approval of the respective collegiate chapter and after fulfilling the
membership requirements prescribed by the National Fraternity and by
that chapter.

This is a circular argument for Open Membership. Membership is open
to all students upon fulfilling the membership requirements prescribed
by the National Fraternity and the individual chapter.

If we go back to the requirements prescribed by the National Fraternity,
we get back to the fact that membership is open to all students upon
fulfilling the membership requirements prescribed by
the National Fraternity and the individual chapter.

If we go back to the requirements prescribed by the National Fraternity,
we get back to the fact that membership is open to all students upon
fulfilling the membership requirements prescribed by
the National Fraternity and the individual chapter.

Which keeps going back in a circular fashion.

_Standard Chapter Articles of Incorporation_
Article III. Membership
Section 1. Open Membership.
Membership in this chapter of Alpha Phi Omega shall be open to all
students. Membership in this chapter shall be granted only upon the
approval of the applicant by this chapter and after the applicant
has fulfilled the membership requirements prescribed by the National
Fraternity and by this chapter.

Again, circular argument as in National Bylaws.

It is expressly stated in the Alpha Phi Omega Membership Policies III
(B) that a "Chapters have the right to determine their own membership."
It also states that membership SHOULD represent a cross-section of the
student body. However, the RIGHT is reserved for the chapter."

So, as it stands right now, the All-Male chapters are correct in saying
that they have a right to determine their own membership. And there is
nothing that the National Fraternity can enforce to prohibit All-Male
Chapters, or other chapter membership polices based on discriminatory
practices.
