Chapters can't be forced to have certain numbers or percentages of whatever
group is at their school. Certain chapters develop certain characteristics
based on their own school and the desire for those students to want to
join. So trying to force chapter ZZZ to have 25% of it's membership to
be Martian, just because the school is 25% Martian is unrealistic. As long
as chapter ZZZ allows Martians to join, that is all that can be asked.
