My chapter has not, but this idea has occurred to me.

I'm not talking making a tour or anything, but rather each brother in the
chapter sends a flyer to the guidance/college counselor in the HS of
his/her
origin talking about APO. This flyer is intended to be circulated or
posted
for HS seniors to consider. This would fall in line with the practice of
APO
being listed in the Scout manual for pre-college boys to consider, but
this
practice would allow college-minded men and women the headstart to
consider
a service fraternity.

By the way, an RPI social fraternity invited me to an event over two
months
prior to me starting school there, so I haven't totally made this up.

Has any chapter advertised APO in this or a similar manner?

This could be a really good idea, esp. for high schools that send a lot of
students to a particular college.  For example, if a high school is nearby
a college and half the graduating class goes to that college, and there is
an APO chapter there, then it would be good to send them some kind of
info.  Before I started at Georgia Tech, I remember getting lots of mail
from social fraternities telling me about their fraternity and trying to
get me to rush, etc.  I never actually rushed those frats, but I did look
at most of the mail and considered it, and I think if I had gotten
something from APO, I probably would've joined a lot sooner than I did.
And even if the high school students don't end up going to that college,
there are many other chapters for them to consider, or they can
possibly become extension members.
