This is nowhere close to Hypothetical. I personally know of two cases...

While I was an active brother at Kappa (Carnegie-Mellon) one of our brothers
(female) graduated and went to Duquesne for graduate work. Duquesne does allow
Graduate students as members, but all concerned knew the situation well enough
that  she didn't even try to  submit a transfer form.

Currently one of the brother over on  APOSOC-L is  transfering (as an
undergrad) from U of ND to Drexel and she will submit a transfer application
for a  vote. (Last I heard)

All chapters have the right to vote on any transfer brother. Although I have
been told that admitting a female transfer brother does not make an all-male
chapter co-ed for the purposes of rush, I still think that not giving
these chapters a choice violates the spirit of the '76 agreement.

Also, there is a sufficient variety of chapters that just becuase one
chapter voted to make John Doe a brother of JKL chapter, he may not be viewed
as appropriate to be a brother of MNO chapter.
