There's a lot of information hidden in those two statements.  What does it mean
to be reviewed? Does Espinosa and Jones have power to accept all by themselves?
I would hope not... but then one asks what percentage is typical of being thrown
back in? If thrown back in to the regular admission process without any added
preference, how could a person who was deemed in the lower 60% at first all of
the sudden appear in the top 10% (roughly) at the end?
