And then there is also the difference between "not cut" and "funded at
a level that provides the same program." I have don't know anything
about the current UROP funding, but at work we deal with a governement
program that has been "level-funded" i.e. "not-cut" for most of the
past 10 years. What that actually means is that we're expected to
provide the same service with a 25%-30% cut in our real purchasing power.
