Standing before an audience of 80,000 rapturous supporters and framed by
a pair of giant Greek columns, Barack Obama partly used his 2008
nomination acceptance speech in Denver to showcase a subject he has mostly
seen fit, ever since, to avoid. "We are more compassionate," he said
back then, "than a government that lets veterans sleep on our streets
and families slide into poverty."But since then, the poverty rate has increased:
from 13.1 percent in 2008 to 15.1 percent in the most recent
measurements released by the U.S. Census Bureau. And while he is widely
seen as an ally of those Democratic constituencies most apt to focus
on the plight of the underclass, Obama has actually mentioned the poor
less frequently than any of his modern predecessors in the Oval Office.A
new study by Georgetown University's Center for Applied Research in the
Apostolate, a non-profit center whose social scientists study issues of
concern to Catholics, tabulated all references to an economic class that
have appeared in the public papers of each president dating back to
John F. Kennedy, the nation's first -- and to date only --
Catholic president.The study found that Lyndon B. Johnson, architect of
the 1960s "War on Poverty," was most apt, among the modern presidents,
to mention the poor in some form or fashion: 84 percent of
the time he made reference to any economic class. Kennedy and Jimmy
Carter came next, with both mentioning the underclass approximately

total of 650,000 civilian employees are now being furloughed at U.S. military
bases in response to sequester cuts -- but the Department of Defense
is still spending millions to protect fuzzy critters.Joint Base Lewis-McChord
(JBLM) in Washington state just received a $3.5 million department grant
to purchase land around the base in an effort to protect the
Mazama pocket gopher, a species that has not even been listed as
endangered or threatened.The expense is not sitting well with furloughed
workers."That really makes me mad that they would do that," said Matt
Hines, one of 10,000 civilian employees forced to take a 20 percent
pay cut. "I'm all for saving animals, but at what cost?"Under REPI
(Readiness and Environmental Protection Initiative), the Department of Defense
and other federal agencies have spent $397 million to protect 264,000 acres
around bases since 2003.Sarah Hamman, from the Center for National Lands
Management, has been tracking the Mazama pocket gopher in the prairie land
around JBLM and says the military's involvement has been critical."The Department
of Defense is a really important partner in this process in terms
of providing the funding and providing the land for these species," Hamman
said.In addition to the Mazama pocket gopher, environmentalists say the
purchase of 2,600 acres of prairie land around JBLM will also help

City comptroller in Union Square in New York.APNEW YORK Eliot Spitzer
has met the deadline to file thousands of petition signatures for his
bid to revive his political career by running for New York City
comptroller.Spitzer said that "over 27,000 signatures" were submitted to
the city Board of Elections just after 10:30 p.m. Thursday, ahead of
a midnight deadline. It came just four days after the tarnished ex-governor
launched his campaign.Spitzer needs 3,750 valid petition signatures to get
on the Democratic primary ballot for September."I just want to first and
foremost thank the citizens of New York that signed these petitions," Spitzer
said outside the Board of Elections office in lower Manhattan. "I want
to say it's an important statement for those who said it was
not possible in the course of three and a half days to
gather these signatures to get a candidate on the ballot for citywide
office."The filing may not be the last word. Spitzer's opponents or others
could challenge signatures for reasons such as incomplete addresses or missing
dates.If that happens, elections officials will have to review the objections,
hold a hearing late this month and decide whether the signatures qualify.
The matter could ultimately go to court.Spitzer, who resigned amid a prostitution
scandal in 2008, startled the political e
