Is the set of places that will accept the food-only account a subset  
of the places that will accept tech-cash, or will the new system  
allow the ID to be used at additional places?

If it is a proper subset, then is there _any_ benefit to the  
alternate account other than giving parents more control over  
spending?  If there is no other benefit to the new system, then no, I  
would have no reason to use it, and I don't see why anyone else would  
except for parents who can't trust their kid not to buy tabloids.
