	1)  Putting in gmake-specific constructs into the Makefile
	(which will break the Window platform, and cause other
	compatibility headaches).  Besides, I believe it's against the
	GNU coding standards to require gmake.

I believe during our most recent discussion of this issue, we
concluded that gmake+expand would work on Windows in pretty much
exactly the same manner as the current system (ie: process on unix,
and run a conversion script (currently called wconfig).

As for the GNU coding standards... I think we should ignore them in
the cases that they argue against doing a good thing.
