You are right, of course.. if you check the rlog on kinit, I changed
the -u option to turn on ENC_TKT_IN_SKEY, which is what I meant the
first time. The log message reflects this.
(I wasn't thinking very clearly).
Anyway, I think that *user to user authentication* should be possible
by default. Now that I (believe that) ENC_TKT_IN_SKEY is the right
option, I think it should be on by default.
