Actually, it's classic Government-speak for "If you only knew what
we know (but can't tell you), you'd agree with us. Trust us."

This argument was soundly shot down by the NRC report on cryptography
policy. Many of the members of the panel had security clearances and
access to classified information, but they concluded that it wasn't
necessary to conduct an informed debate on encryption policy.
