Only one - and it's a little unclear. A couple of days before the 
House International Relations committee voted to move SAFE forward, 
officials from the NSA,  FBI and Commerce huddled with sponsors and 
members of the IR committee. Present were Crowell of the NSA, FBI 
Director Freeh, Commerce Undersecretary William Reinsch, Rep. 
Goodlatte, Rep. Lofgren and others. Declassified transcripts show 
that Reinsch made a comment (this is from memory) that "Bill Gates 
doesn't seem to think the future of software is in key recovery" and 
referred to the SAFE bill as Microsoft's bill. Chief sponsor 
Goodlatte, of course, said it wasn't just Bill's bill, but others', 
too. 

Reinsch was quite pointed in his comments. We may never know how 
personal his involvement was in the issue, but from the looks of the 
transcript, it's very personal, indeed.
