skipjack patents/restrictions?

When Clipper was announced many moons ago, it was noted that a patent
was applied for on Skipjack, which was then covered with a secrecy
order so that it would only spring forth when and if Skipjack was made
public.
Does anyone know if a) there is a patent now in the pipeline and b) if
the government intends to enforce it in any way, such as restricting
use of Skipjack?
