export/import status of Russia

A client has asked me to look into communications from their local offices
in Russia to their main headquarters in the US. They would like to use
local ISP's in Russia and set up an encrypted VPN over the Internet. Does
anyone have any good pointers to legal status of import/export policies in
Russia, and any suggestions for products.
I am assuming that even using something like 'ssh' would be okay as long as
I buy it directly from Tatu's company in Europe so I won't be exporting it
from the US.
