	Located in the US, as you are, I suspect that you buying it
and then giving it to your customer in russia, and then instructing
them on how to setup the VPN, -may- be a defense service. I'd suggest
checking with counsel, hopefully it is ok for you to do what you're
trying to do. Good luck.
