I contacted our corporate lawyer, and since we are an ISP here, in Moscow, 
Russia, we were interested in it lately also. I collected all legal 
documents which I got from him under the URL ftp://ftp.ru/pub/legal/crypto/.
All documents are in Russian, koi8-r encoding. I can advise to start reading
from 333.txt and 334.txt.

My comment: I doubt if I know anyone who followed those restrictions ;-)
