If by "it" you mean the new rules for export of financial encryption,
then I think you are stretching. I believe that the person from
Netscape quoted in the press said that it was a small step forward,
and we have a long way to go.
All this really does is reduce the ammount of paperwork needed to
export these financial applications. They were already giving approval
for strong crypto for financial transactions.
