Absolutely. I quoted Harter, after all. Point I was making is this isn't
some sort of Orwellian ruse, limited as it may be. Harter et al. allowed as
much. That's what I meant in saying NSCP "liked" it.

The old process was so time consuming it basically forbade exports. You can
count on one hand the number of companies that announced approvals under
the old regime. This time around, the govt. says approval will be routine.
So - the pressure is on DOC now. I'm quite sure we'll do a story on what
actually happens in a few months. Doubtless readers of this list will be
watching.
