I believe there are a lot of reasons that SET is happening more slowly than
anticiapted. The need for a general extension mechanism is only one. While
I believe the Japanese payment options are a very important motivator of
the extension mechanism, details of JPO are not on the critical path for the
issuance of the final documents for SET 1.0.

I'm not quite sure what you mean. Transactions that do not originate on the
cardholder computer are, by definition, not SET transactions. SET permits
certificate-less transactions but this is a card brand option and still must
originate on the cardholders machine to be a SET transaction. (Note that for
certificate backed transactions, a large certificate infrastructure needs to
be built to issue these certificates.)
