I would think that it would be a generally bad idea to have additional lists.
See, first of apo-l would be pretty much dead because this list is only really
used for the occasional announcement as well as the typical debate on dead
issues. If you remove the debate on dead issues, then all you'll have is
occasional announcements. True, every now and then someone will post a request
for more information or something like that, or someone will post an idea for a
bylaw ammendment and ask for feedback, but these items are more the exception,
not the rule. You'd kill the traffic on this list to occasional announcements
and frequent spams.
As for whoever stated that there was to be no voting before the convention, I'm
sorry but you're just wrong. The NATIONAL fraternity can not implement any
policy change on a permanent basis without the APPROVAL of the national
convention, but that's not what is being talked about here. What we've done in
the past is have discussions on issues, or pass out surveys to our members. It
is very possible to lock your delegates to the chapter opinion, and that they
absolutely must vote by chapter opinion. This is not a recommended thing
because things come up in discussion that the chapter might have overlooked,
but when it comes down to it, you must realize that the delegates are not
voting on behalf of themselves alone, but voting based on how they think their
CHAPTER would feel about a particular issue. Even if the chapter opinion
disagrees with their personal opinion, they must vote based on chapter opinion.
End of story. In short how the delgates vote (i.e. whether or not they are
locked in to chapter opinion) is up to the chapter. A good president will make
sure that the chapter discusses this when the national convention legislation
comes up for discussion.
