The Petitioning ceremony is about 95% the same as the pledging ceremony
and is treated pretty much the same. (My opinion is that pledges can go
to Petitioning Ceremonies and Petitioners can go to Pledging ceremonies)
As such, video taping it, in my opinion, probably isn't a problem as long
as it is kept internal to the group. OTOH, I don't think videotaping the
brotherhood ceremony is that good idea, but there will lots of other
things to tape at the chartering, like the reception of the charter.
The difference between videotaping and taking still pictures of the
brotherhood is that almost everything that is private to the brotherhood
ceremony (other than the handshake) is stuff that is said/explained and
as such won't be picked up in a photo.
