I'll respond to this. As it stands now, a woman who is at a school with an
all-male chapter has two "possibilities" to join Alpha Phi Omega as an
active brother:
1. one would be to petition the National Membership Committee for
   extension membership at a nearby co-ed chapter.
2. The other MIGHT be to form an all female or co-ed chapter at said
   school. While I don't believe that a co-ed chapter would be allowed to
   be formed while an all male chapter was in existence, there might be an
   argument for a female chapter similar to how APO-Philipines operates.

Again, this does not neccesarily need an amendment change, just a decision
by the National Membership & Extension Committee. As far as I know, no
such case has come before said body to be discussed or decided upon.
