In a supplemental document to my chapter's bylaws that I wrote for the
chapter back in 92, titled "Code of Conduct and Jucicial Procedures,"
conflict resolution takes center stage. It _recommends_ (not requires)
that the member with the problem first see the person(s) whom s/he has
the problem with. If that is not feasible or possible, then they are to
see the officer that has jurisdiction in that area (if applicable), then
on up the chain to the Executive Committee or the President. If it gets
out of hand, there are procedures laid out to have a "hearing" on the
matter to determine if a "Trial" shall take place to take action. At
this hearing, the accused, the accusor, the advisor, the president, and
one other officer duke it out to come to some kind of resolution, such
as (a) drop it, (b) recommend a course of action, or (c) recommend a
trial.
It is true that advisors bring continuity to the chapter as you say
above, that is why one must be present at conflict "hearings" and
"trials", should they ever occur, in my chapter. Also, having an
official procedure to handle problems such as these helps a great deal,
because if it turns out to be nothing, it may be shot down before it
even becomes a hearing or a trial. If it is serious, however, then the
procedure provides some stability for seeing it through to fruition (and
gives everybody a set of operating procedures to follow, when times are
confusing).
