Having the members sign it is not enough.  According to the document,
visitors, guests, and rushees are to abide by it.  Therefore, if the
members should sign it, so should they.  That would mean that any
Faculty, Staff, and Administrator from the host institution, visitor (even
if they are from a sponsoring organization such as the Red Cross),
guests, parents, brothers from other chapters, inactive brothers, and
rushees.  Essentially, everyone who comes in contact with Alpha Phi
Omega would have to sign it.

This is just my point-of-view on this topic.  I think that it is very
important not to get to hyped up about this.  The reason for that is,
with the passage of the RMP, there was also a directive for the National
Board of Directors to develop and implement an education program.  I
think that you will see that at the CPWs this summer and you respective
Region Conferences later this year.  That makes the CPWs and the RCons
that much more important to everyone.
