Okay, all opinions aside, the fact remains that the alcohol policy
specifically refers to official APO events where pledges or rushees are
required to attend. Any other event is fair game.
Also, in regards to your words about the brother who drinks then drives,
that's his/her personal decision. Because the alcohol policy does not
cover that, you should enact a chapter policy. If you don't have a
chapter policy, then get together as "concerned brothers" and run an
alcohol education campaign.
If you are saying that the national alcohol policy should cover _all_
APO events (I believe that is the underlying opinion), then it's a topic
for discussion at the national convention. However, a lot of people
would be upset with such a constricting policy. Many chapters still
like to hold social parties (no one _required_ to attend) and allow
those of age to bring their own alochol, simply because that's their
preference. Also, at formal events, many chapters enjoy having a cash
bar available for those who are so inclined. A lot of people go to such
events, simply because they can kick back, relax, and do what they want
(that's legal) with their fellow brothers/friends. Take away a favorite
preference and you risk having a very boring party. That's not only my
opinion, but the opinion of many others.
As an example, I just recently attended the Alpha Gamma Chi (Frostburg)
formal. It took place the day after new brother inductions, and there
was a cash bar available. I, for one, ordered 2 beers the entire night
and drank them, happily, in front of everyone else there. That was not
only legal (by fraternity and by law), it was happily condoned. Even my
wife, MaryGrace, ordered an alcoholic drink (and she doesn't normally
drink). Many of the alumni had alcohol as well. If that bar hadn't
been available, I would've still shown up, but I would not have been as
happy. I enjoy drinking 1 or 2 beers whenever I'm at a party.
Also, FYI, my chapter enacted a policy in the bylaws that says the
chapter may not fund alcohol or tobacco products (thus the cash bar).
This is probably a good idea for all chapters to force each person to
purchase their own alcohol, thus making it a personal choice, not a
chapter-sponsored item.
