I just wanted to make a little clarification of Ellen's comments, from
the point of view of someone that was on a Service Reference Committee
that chose a Program of Emphasis and National Service Week Themes.
First, I think that many people misunderstand the terms that we have been
using. The fraternity has a single "Program of Emphasis" for its two
year term between conventions. Our Program of Emphasis for '97-'98 is
"Combating Violence and Poverty". It is a broad topic, meant to
encourage a little extra participation in these areas. They two items
are not the same, certianly, but they are related and both of particular
benefit to the communities.
Additionally, for each year, the Committee proposes a theme for National
Service Week. NSW97's theme was "Hunger and Homelessness" and NSW98's
theme is "Domestic Violence and Sexual Assullt". The NSW themes are
chosen to be within the Program of Emphasis, but are meant to be just for
National Service Week, and not for the whole year. Part of the problem
is that a lot of the National Serive Committee's resources are devoted to
National Service Week, and not as much to the Program of Emphasis.
I understand that there have been topics that some people have been
unhappy with in the past. Even coming off a year with a National Service
Day theme that many people didn't like, however, there were no proposals
as to the Program of Emphasis or National Service Day (Week) themes sent
to our committee. We came up with them on our own and brought them to
the floor.
