I don't think I've ever seen more than 2 or 3 proposals ever brought to the
committee (that's in 8 conventions). Sometimes, I wonder if chapters realize
that they can propose service themes. When staff talks to chapters about
the business that takes place at nationals, it's rarely mentioned.
