I too was wondering why there should be competition between VP Membership
and a Pledge Trainer. Can someone give some short details on some
particular controversial situations that have arisen? (By all means,
please email me privately, if you so desire.)

This is how Beta Rho works too. Our PledgeMaster is an elected office, but
is under VP Membership in the officer structure. One part of our by-laws
that I think gets rid of a lot of potential problems between the VP and
the PledgeMaster is that each semester the PledgeMaster presents his/her
Pledge Program to the chapter for approval by vote. This way the chapter
(especially and including the most recently activated Brothers) gets input
into the pledge program and everyone is quite clear about how things are
to be carried out.
